Parallel Importing

In 2000 the New Zealand Government began a review of the parallel importing provisions of the Copyright Act 1994.  Parallel importing was allowed following a 1998 amendment to the Act, made by the previous Government.  A discussion paper was released and comments sought.

There were suggestions that the relaxing of the parallel importing rules had caused difficulties for New Zealand's creative industries, and that restrictions should be reimposed.

Many interested groups made submissions on this issue, including NZLL (as it was at the time) and LIANZA.  The New Zealand Law Librarians'  hold the view that reimposing restrictions on parallel importing would cause major problems for law libraries' budgets and therefore would harm the ability of libraries to provide access to the full range of New Zealand and overseas legal materials. Further specific detail on the possible financial impact of a ban on parallel importing was supplied by NZLL and other groups.
